Laminate Flooring / non-structural works in the flat

Good morning fellow residence

We had recently moved in and are planning to do a bit of non-structural works in the flat.

Please can someone advise if we are allowed to remove the carpet and replace it with laminate flooring?

Do I need to seek permission from the landlord for non-structural works in the flat and if yes, please can you provide me with an email / contact details?
